The procedural rules for general comments will be as follows: items are taken in order of the agenda and discussion of any agenda items is encouraged by all members; audience members wishing to speak about an issue not on the approved agenda must be recognized by the President at the conclusion of the meeting and will have three minutes to address the Spring Hill Friends of the Library Board and/or the General Membership Meeting; no rebuttal remarks are permitted.
